Frontend redesign — crawl / walk / run

Phased rebuild of the data-migration self-serve experience. Reference designs (prototype/reference/) are React + BigDesign; this prototype is SvelteKit on Cloudflare Pages, and a sandbox for IA / UX iteration before porting back to the Laravel + React app on the mustang branch.
